abstract="The formulation of a measure of crossing difficulty or 'Crossing Index' based on vehicle inter-arrival time-gaps is considered and several models of pedestrians' crossing strategies developed for this purpose are discussed. It is concluded that the Crossing Index measures do not in themselves provide a criterion for choice. An economic appraisal to assess the justification for a crossing facility would also need to take account of the total pedestrian flow and any consequences for vehicle capacity and delay.<p />",
