abstract="If road accidents and casualties in Portuguese urban areas are to be reduced, Local Authorities need to have a clear understanding of road accident patterns in their cities. This paper reports on the preparation and development of the first city-wide road safety strategy in a Portuguese city. Data for the exercise were collected in-situ and an in-depth accident investigation was carried out to assess the scale and nature of road safety and associated traffic problems. The study is part of the PhD research project entitled &quot;A methodology for systematic diagnosis of accidents in urban areas in Portugal&quot; which aims to develop a realistic tool which Portuguese Local Authorities can adopt immediately to diagnose accident occurence and to support implementation of road safety engineering measures.<p />",
