abstract="Economic mechanisms are needed to guarantee that longterm needs are not forgotten over short term benefits and desires. In traffic, variable costs (cost per mile) should be increased relative to fixed costs, traffic education should be supported and--where needed--fines for undesirable behavior should be introduced. Toxic substances should be taxed. As far as tobacco and alcohol consumption is concerned, abstinence or temperance should be rewarded.
