abstract="Whenever a driver participates under the influence of drugs in road traffic this is combined with a substantial risk for the driver as well as for other road users. Legislation has therefore developed the necessary legal basis in order to prevent participation of drug consumers in road traffic: drug consumers lose their driving-license and are denied reissuing. However, the differentiation of various types of psychotropic drugs is necessary. Moreover, in some cases the licensing authority is entitled to act without further expertise, whereas in other cases expert opinion must be taken into account before taking any licensing decision.<p /> <p>Language: de</p>",
