It considers what was wrong with IPPs and agrees that change was required, but questions whether the coalition government has introduced anything better. Looking at sentencing policy and practice in South Africa, England and Germany, it evaluates whether the new policy behind preventive detention in England and Wales is as David Cameron has stated tough, but intelligent too.<p />",
