abstract="The paper presents a critical review of the methods currently used in transport technology assessment. It is suggested that, although serious deficiencies exist throughout the assessment process, the root of the problem lies in the procedures adopted for evaluation. Accordingly a number of existing evaluation techniques are discussed, and on the basis of the shortcomings which are exposed, six areas of important assessment criteria are isolated. Finally a more realistic and applicable framework for assessment is proposed which it is believed can take more explicit account of all relevant assessment criteria.<p />",
