abstract="Despite general advances in program evaluation, evaluation of development projects has lagged behind. This lag seems related to near exclusion of the toplc from general methodological and theoretical works in the field, combined with failure of specialized volumes to look at the theoretical implications of cross-cultural differences. Despite this insufficiency, specialized work in the area of cross-cultural research and evaluation has much to contribute to the methodology of development evaluation and ought to inspire evaluators to look more closely at implicit and explicit theories pushing not only evaluation of development projects but also the entire evaluation enterprise.<p />",
