abstract="A brief survey of results in network location theory is first presented. Then, a systems view of contingency planning is described. Finally, some results in location theory are re-examined and it is shown that they are motivated by contingency planning considerations. Some new issues and problems in location theory are described, which, if properly tackled, will have a substantial impact on contingency planning in transportation.<p />",
