abstract="In this paper a methodology is developed for evaluation of societal impacts of urban transportation systems from the user's viewpoint. The evaluation is performed quantitatively in terms of time, cost, convenience and comfort. User's preference characteristics needed for the evaluation are expressed by utility functions, relative weights and value functions, which are obtained through specially designed direct questionnaire method. The validity of the evaluation model was investigated by examining its predictability of route selection, and it turned out that 80 per cent of route selections were predictable by the authors' evaluation model for the sample data. Although this is a preliminary study, the method was applied to evaluate various transportation plannings of a new-town and fairly good results were obtained.<p />",
