abstract="The main purpose was to find out if the voluntary reporting system of noninjury accidents is useful in accident preventive work. A reporting system was set up in a steel factory of 1,800 workers and two reporting campaigns were organized. Reported were 52 noninjury accidents and 152 injury accidents which were investigated and compared with one another.The results show that the voluntary reporting system exposes especially serious injury risks and makes it possible to take preventive measures before injuries. There occur at least four times more non-injury than injury accidents, but the reporting acitivity varies between separate departments. People also report certain noninjury accidents more conscientiously than other noninjury accidents. The reporting system exposes risks, which are not seen in accident statistics and can also change the priorities of the accident problem. The reporting system also promotes the safety performance of the personnel. This was the supposed reason for the fast decrease of injury frequency at the time of the first reporting campaign.<p />",
