Crucial problems concern (1) the necessity of communications control, (2) methods of gaining attention, (3) optimal saturation of propaganda, (4) the value of propaganda in structured vs. unstructured issues, (5) appeals to conformity vs. personal appeals, (6) the prejudical role of sponsorship. A variety of criteria must be used to determine the effectiveness of both experimental and commercial propaganda, and the reasons for resistance to it. 18 references.
