abstract="A methodology is presented for collecting and analyzing vehicle delay data for an all-way stop controlled (AWSC) intersection. The methodology uses both videotape and personal computer technologies, a combination that eliminates the need for a large staff in the data collection process and simplifies data reduction and analysis. Elements of structured programming design principles and their incorporation into a data collection program, TDIP (traffic data input programs) are presented. TDIP includes 3 modules: time initialization; data entry; and file saving. The data analysis and reduction is also described. The use of an electronic spreadsheet for data analysis and reduction is discussed. The methodology helps in the better understanding of the dynamics of AWSC intersections, as well as the need for a consistent parameter for measuring the level of service at signalized intersections and AWSC intersections.<p />",
