abstract="The 2009 reauthorization of the Safe, Accountable, Flexible, Efficient Transportation Equity Act--A Legacy for Users presents a unique opportunity to significantly change transportation policy and the federal-aid transportation program. This paper discusses some of the key transportation issues, alternative policy perspectives, policy options and potential program frameworks. While the emphasis, roles and scale can vary, several strategies have emerged as the core of the ongoing national transportation policy debate: upgrading of federal-interest systems to maintain a high level of interregional and intermodal continuity and connectivity; development of new approaches to mobility in metropolitan areas; support of new technology applications; improvement in program accountability through performance management; improved environmental stewardship; and expanding funding resources. The range of options and the lack of consensus on how to proceed to meet the new mix of needs and challenges will make the next year an exciting time for transportation policy.<p />",
