abstract="International comparisons of road safety can be useful in understanding the performance and progress of other countries as well as in improving policy making. This paper describes the development of a knowledge-based framework for comprehensive benchmarking of road safety performance of countries and explores the similarities in basic indicators. Both tasks can be realized by applying statistical weighting measures. The performance index developed in this study is based in the SUNflower approach, which describes the road safety domain as pyramid consisting of several layers. Each layer of the pyramid represents one subsequent stage in the development toward the social costs of the lack of road safety. The composite indices, estimated by using several methods, allowed countries to be ranked according to their safety performance. This index gives a more enriched picture of road safety than a ranking that is only based on mortality or fatality rates.<p />",
