abstract="This paper examines some of the issues relevant to the operation of Indian expressways. The requirements include: (1) high expressway traffic speeds; (2) full access control; (3) highest safety standards; (4) highest maintenance standards; (5) systematic toll collection; (6) creation of an effective organisation; (7) provision of necessary infrastructure; and (8) installation of essential equipment. The paper gives details of the following aspects: (1) broad operational requirements; (2) organisation; (3) traffic facilities, including interchanges, toll plazas, signing and marking; (4) user amenities; (5) infrastructure facilities; (6) communication facilities; and (7) equipment. The whole operation system will need to be planned scientifically in an integrated way. The construction of a smooth organisation, together with the required infrastructure, will require a high level of technical skill and motivation among the personnel involved in the operations; this will require intensive planning and training. To achieve the huge task of developing and operating India's expressways, a coordinated effort on all these aspects will be needed. (TRRL)<p />",
