abstract="The efforts of the federal government to establish a national ITS architecture and infrastructure are leading toward initial implementation of operational test projects and early action programs by a number of Transportation agencies. Interstate 95 (I-95) through metropolitan Philadelphia is one corridor prioritized by the Commonwealth of Pennsylvania, Department of Transportation, Engineering District 6-0 (PennDOT 6-0) for an early action program consisting of ITS operational tests and further deployment of full fledged ITS elements along the corridor. The early action program includes the implementation of two ITS elements: an advanced traffic management system incorporating closed circuit television monitoring system and an advanced traveler information system incorporating variable message signs (VMS).<p />",
