abstract="This paper reviews the major efforts being made to  reform the child welfare system for children with special needs who are in  protective placements. Barriers to finding permanent and loving homes result in  putting these children at high risk of institutionalization, poor physical and  emotional health, and abuse and neglect. Education for prospective parents,  foster parents and the child service provider workforce is necessary to minimize  these poor outcomes.",
