Abstract

This article surveys the published literature on terrorism and low‐intensity conflict (LIC). Its purpose is twofold. The first is to assess the role that research on terrorism and LIC can play both in countering present and likely future adversaries and addressing existing and potentially new challenges. The second is to provide a baseline assessment of how firm a foundation current research into these subjects has provided. It argues that the need for policy‐relevant research in both terrorism and LIC looms larger than ever. Indeed, as U.S. security concerns and overseas interests in the coming decades are likely to be increasingly affected by a multiplicity of conflicts short of war occurring throughout the globe, research is needed to help identify the resources that we will require and the array of innovative, flexible policy responses we will need to adopt. Assistance is also required to help the United States define what those interests are and how they can best be served. Without a clear conception of our interests and, accordingly, our goals, these efforts--like those in Vietnam more than two decades ago--will be for naught.
